This ordinance is for the purpose of amending the Code of Ordinances, Chapter 2, Article III, Code of Ethics; establishing additional ethical standards of conduct applicable to City Officers (elected officials and board members); amending the complaint process for violation of the code of conduct; adding the requirement for annual anti-harassment training; providing a repealing clause and an effective date.

This ordinance is for the purpose of amending the Code of Ordinances, Chapter 2, Article III, Code of Ethics; establishing additional standards to diminish the perceived or actual connection between contributions and influence, the City Council desires to adopt a campaign contribution recusal requirement for members of the City Council to promote public confidence and, it is hoped, a greater degree of citizen participation in the electoral process.
Filing a Complaint
All complaints or allegations of a violation of this Code of Ethics against an City Official shall be made in writing on the form provided by the City (see below), sworn to before a notary public, and filed of record with the City Secretary.
